The explanation for the update package being available is that it must be tested on a small number of users, which does not include your PC. The latest MSI is of version 2739.64. Direct link below:
As far as I know (and could tell), Edge update has never been automatic (happening without my/user consent). A running Edge will flag that an update is available, and the user will have to opt-in and make it happen. Has that behavior changed?

The Edge Updates are automatic. Is there any reason why you want to upgrade your copy?

By design, not our decision, Microsoft Edge is only uninstallable in the EEA region i.e., the EU. It cannot be uninstalled in rest of the World.
