Developer tools can not be used

Press F12, no console appears, only the mouse changes. That means I can't use the edge browser to debug my code. And I dont know why I cant upload pictures...

I also got same issue.

Either using F12 or CTRL+Shift+I, or use menu to launch developer tool. ONLY cursor turns to a grey ball but no tool opened or sometimes, developer tool got opened but it's blank. However, even I tried to repaired Edge via Installed apps. It does not work either.
