Is Bing down? and another question

I tried going to my Bing Collections this afternoon and got this message:

and I went to bing.com and it shows this instead:

it took me to 2019 bing??

also my screen likes to flicker when viewing youtube videos (I'm on a laptop)

    Do you know how long it will be. Really I can't live without Bing, YouTube has far too many adds intruding on music...
