I understand that this problem is causing you trouble. In order to establish a secure connection, your browser and the website begin to negotiate an encrypted channel over which data will be exchanged. During this process (called the TLS handshake), your browser sends a "hello" message to the web server, and the web server responds by sending the details of its certificate. After verifying the identity of both parties, the encrypted connection is initiated.
However, if the site's SSL certificate is an old version or its cipher suite is misconfigured, your browser will not recognize it and you will receive the message ERR_SSL_VERSION_OR_CIPHER_MISMATCH.
