Hello Senior!!,
Now I facing this error("A connection was successfully established with the server. But then an error occurred during the pre-login handshake.(provider: TCP Provider, error: 0- The semaphore timeout period has expired) while installing .Net framework software .Please kindly help to me. Thanks.

Could you please provide little more information as below:

Is this error coming while trying to install .NET framework? Can you please let us know the version of it and which place you downloaded it from?

Are you getting this error while trying to connect .net project with azure MySQL database?

I noticed similar issues and one of the solution was to close the Visual Studio and one it again:

Try changing the Connection policy to Default in Firewalls and virtual networks settings for your Azure SQL server.
