I am Dave, I will help you with this.

Open the Settings App, then go to System - About, what edition (Home, Pro, S Mode) of Windows is installed on your PC?

If Windows is in S Mode, to be able to install 3rd party software, you will need to switch out of S Mode to Windows 11 Home, it is free to do that.

If Windows is not in S Mode. in the Settings App, go to Apps - Advanced App Settings, is there a drop down menu at the top of that settings page to decide where you can install software from and if so, is that set to 'Anywhere'?

    3. Open the drop-down menu next to Choose where to get apps.
    4. Switch from The Microsoft Store only (Recommended) to Anywhere.

If it doesn't work, change group policy setting in addition.

    1. Press Windows + R, type gpedit.msc into the Run box, and select OK.
    2. Go to Computer Configuration > Administrative Templates > Windows Components > Windows Defender SmartScreen > Explorer and double-click the Configure App Install Control policy.
    3. On the “Configure App Install Control” dialog, select the radio button next to Enabled and pick the Turn off app recommendations setting under Options.
    4. Select Apply to save your changes.
