Microsoft wireless optical desktop receiver 2.1 wont connect? please help im despirit!!!!?

my Microsoft wireless optical desktop receiver 2.1 light wont stay on, the 1 key, what do i do please help me!!!! 

Note: i did push the button on the receiver and the lights go back in fourth from the A to the F but then turns off, and when i push the connect buttons under the mouse or keyboard the lights turn off on the receiver

And i do put them close together when i try connecting it

please help im despirit!!!!  it was working yesterday but not now

Also,

-------i downloaded the vista service pack 1 and 2,

-------i have uninstall the usb devices and installed them again

-------i have the newest software for the device's

-------i have done system restore

-------i have cleaned my pc with AVG, CCleaner

-------i have everything updated on windows update

The only thing that i haven't tried is, reboot my pc, i can't do that because my F12 key doesnt work

Please help me!!

Another thing please type so what you write will be easy to read, i'm no computer wiz

i have a Toshiba A135 laptop with Vista Home Basic 32 bit

    Hi,

    Ok you mean you need to press F12 to restart the computer AFTER you have started the reboot?

    Go into Settings/Setup and set the boot order to Hard Drive 1st and CD/DVD 2nd. Usually pressing

    F2 on many systems - watch the screen as it starts and it will tell you. My thinking is you are having

    to press F12 to temporarily reset the boot order. F12 can be entirely different on some systems so

    this might not be the case. 

    If that does not work please be specific about what you see and what you have to do to get it to

    boot up into Windows.

    yes, i think i do need someone else advice because your showing me how to restart my computer, which i can already do, as i mentioned i have a laptop i dont need to do CTRL + ESC, if you could show me some other methods on how to reboot my computer withought turning it off and pressing f12, then that could fix my issue
