Windows 7 claiming that "werconcpl.dll" is not a valid System32 file

I can't access certain programs that require the use of "werconcpl.dll".

The color management panel does not work. I try to save network discovery settings "on" but they will not save. My settings to share folders will not save either.

Even worse, I cannot seem to get the Windows Update to work!

This occurs on top of my problems to get my SoundMAX and ASUS motherboard drivers to work. I thought my problems were already big enough!

I got my copy from a university. I used both a XP->Vista and a Vista->Win 7 upgrade.

As you can see my problems are very complicated.

My preference is to solve the first problem above. The second problem I hope can be resolved when ASUS updates their drivers for Windows 7. Unfortunately, there seems to be a lot of hearsay around that too.

    I tried the file checker tool and it found a corrupt file but can't fix.... Any ideas on what to do next?
