Backup Error: 0x800423F3

I was trying to do a system backup and got a message: The writer experienced a transient eror. Error: 0x800423F3

    Hi paparandy,

    Thank you for  choosing Windows Vista Answers Forums.

    This error occurs due to Improper registration of a WMI dll (wmiutils.dll). This dll might have been unregistered manually or by a third party program such as a registry cleaner tool.

    **Step 1:**I would first suggest you to run the following commands and check whether you can resolve the issue.

    1. Click the Start button
    2. From the Start Menu, type Run in start search and press enter
    3. Type: regsvr32 wmiutils.dll (You should get a prompt that the file was registered successfully)
    4. Type: net stop winmgmt (press y to stop the service)
    5. Type: net start winmgmt (automatically starts the service)

    Step 2: If the above steps don’t work, then check if the Volume Shadow Copy service is running.

    Step one made no difference.

    Using the information I got through the second link in Step 2, I listed the writers and found the failing one.

    See the enclosed image.

    But , what to do next ?

    I can't create system restore. I get the error message above. When I tried to follow your sets, step 2 lead to no such file exists and I couldn't continue. My problem started after I used PC Health Advisor. When I try to create a restore poit I t says I have insuffient storage, however my free space measures 179 GB. Please advise.
