Restart shuts down my computer

I'm running Windows 7 on a new laptop.  When I click "restart" in the start menu, the computer shuts down but fails to restart.  Does anyone have any ideas?

    Having the same problem, but no one has any solutions.  Can not get PC to restart normally, I hit the restart, but it shuts down instead.  Does anybody out there have a quick solution to this problem?

    If it's a new or slightly used system, or you just did system updates through the manufacturer, there's a good chance a Bios option got changed and is causing the issue.

    (The technical phrasing of options in the following paragraph may very system to system and Bios to Bios. The following relates to a Dell Latitude Line but should guide you in the right direction on other systems and Bios'. WARNING: Make sure any setting you do change in the bios are marked down so you can change them back if the fix doesn't work.) 

    In the Bios under Power Management Options you need to look for something related to Deep Sleep, Auto on, Hibernate Modes (Basically Sleep or Wake Modes). You may see some options like S3 and/or S5 and that should let you know you're in the right area. That setting will need to be "Disabled". Once done save and exit and boot into Windows. Once loaded hit Start>Restart and see if the issue is resolved.

    For the particular Dell system I worked on today it was Power Management>Deep Sleep>Disable.

    Thanks Scotty - but I don't think there is any software causing critical errors.  Its simply that when I click on "restart" the computer shuts down as normal.  But then it doesn't restart (or try to restart) - it just stays shut down.  Basically, it seems to work exactly the same as if I had clicked on the "shut down" button.

    It is not related just to a toshiba or windows 7. I am having the same issue with a clients machine I built for them last March. This just started about a week ago, Feb 2010. I can change bios settings but when I hit save and exit.. machine shuts down, it does not restart. If, I hit the alt, ctrl, del key to do a restart, it shuts off, When I push in on the restart button machine shuts off. It does not matter if I am in safe mode or normal mode.

    I have sent a email out to the motherboard manufacturer, ece, to see if something is a miss. This machine is running windows xp pro with sp-3 installed. I am wondering if it is more of a windows updats patch (security that may have caused this conflict)?
