Why is folder C:\users\public\documents accessible?

C:\users\public\documents is accessible while other public sub folders (Ex: Music) are not. I thought these folders were linked to other folders on the system and were not to be accessed directly. I tried to restore the documents folder to previous versions to the earliest availailable to prevent access but access state remains unchanged. How do I restore this folder to the original state where it is inaccesible from the public folder like the others?

    Open C:\users\public.  Then right-click the documents folder and choose 'Share With > Nobody'.

    You can also turn off Public folder sharing from the advanced link in the Network and Sharing Center (within Control Panel).
