I would suggest you to follow these steps and check if it works because this issue could occur if there is any hardware compatibility issue.
Before that we would suggest you to check whether the Bluetooth device is turned on in the control panel to do that you need to visit the below provided link.

Ignore the title of the document as it is applicable for Windows 7 too.
Now you need to perform hardware compatibility check with windows 7 on your computer.

Try to update the latest drivers from the manufacturers website and check for the issue.
Note if the issue still persists then you need to install the driver or the software for the device in compatibility mode and check for the issue.
Now try to update the latest drivers on your computer and check for the issue.
If the issue still doesn’t get resolved then you need to install it in compatibility mode and check for the issue to do that you need to follow the steps provided below.
Locate the installer.exe or setup.exe file in the driver folder and right-click on the file. From the contextual menu, choose Properties > Compatibility. Choose the version of Windows you want to emulate and select the “Run this program in compatibility mode” checkbox. Run the installer

- Click Start, type system restore in the Start Search box, and then click System Restore in the Programs list.If you are prompted for an administrator password or confirmation, type your password or click Continue.
- In the System Restore dialog box, click Choose a different restore point, and then click Next.
- In the list of restore points, click a restore point that was created before you began to experience the issue, and then click Next.
- Click Finish.
