Unable to logon to VPN using MFA

I have a user that is not able to lofin to VPN using MFA. The Error log is showing NoDefaultAuthenticationMethodIsConfigured. User has her Cell phone set as the Auth method

    Get the user to go to: https://account.activedirectory.windowsazure.com/proofup.aspx?proofup=1 to confirm that their authentication methods are correct.
