My entire screen looks like its shifted down and to the right. There is a big black edge surrounding the left and top side of my screen. Please help!

I've tried changing the resolution to every possible resolution offered and it doesn't help. I saw someone who had a similar problem but they said they downloaded a game. My situation is nothing like that, I just turned on my computer one day and my screen was shifted down and to the right, and I've been trying to fix it ever since. It is very frustrating because, among many other things,  I can't use the scroll bar on the right side. Please help me.
