TMP file will not initialize

When rebooting computer and BEFORE windows XP begins I get an error message stating that my TMP file is not initializing.  Press F1 to continue or F2 for set up.  This problem started after I did my updates.

Now computer is incrediably slow.  Chatted with Norton and they informed me that when the update was done it changed my computer settings and that I should contact Microsoft.

    What's the full name of the Norton application you have installed (e.g., Norton AntiVirus 2009; Norton Internet Security 2008; Norton 360 2010)?

    Has another Norton application or a McAfee application ever been installed on the computer (e.g., a free-trial version that came preinstalled when you bought it)?

    I downloaded the xp service pack 3. and I updated my internet explorer to #7 or #8 about the same time. I have even tried since then to do a system restore back to a previous date and the it still pops up. For the life of me I cannot figure out what has happened. Do you have any idea?
