Hi,
I suggest that you install latest drivers for the chipset from the Manufacturers website;
You may also try installing the .inf update utility for the chipset model from Intel website and check.
Thanks and Regards:

Hi,
You may reset the usb controllersand check if the issue is resolved.
First, please disconnect all USB devices and then perform the following steps:
a. Click "Start" button, type “devmgmt.msc” (without quotation marks) in the “Search” bar and press "Enter". Click “Continue” if necessary.
b. In Device Manager, double click to expand "Universal Serial Bus controllers", right click on the Host Controller, click "Uninstall" and click "OK".
c. Repeat the step 2 to uninstall all items under "Universal Serial Bus controllers".
Then, restart your computer and Windows 7 will reinstall all USB controllers automatically.
Same question concerning USB Host Controller - 27C8, exept my netbook is Acer Aspire One, where can one fix this ?
I've updated the inf profiles, the drivers AND replaced the motherboard and this is still happening. The front two ports are stopped in device manager, and if i disable and re enable it helps - but the problem continues. I've brought the computer in twice for fixing, clean installed windows over twice...
Went from a gigabyte motherboard to an ASUS motherboard... no clue.
It could be a device plugged into the controller while the computer is booting that is actually causing this error. Can even be an external hub. I have run into this situation before. Hopefully it is something you have control over so you can plug the USB device in after the computer has booted. If it is an onboard device like a memory card reader or touch pad you might be able to work around the issue by uninstalling the USB host controller in Device manager and let Windows reinstall it.
