I need to print to a PDF file from the Windows Photo Gallery - specifically the contact sheet
Do I need to have something set up in the Printer section to do that? like convert to PDF

The Windows Photo Gallery does not read or Open PDF files.
The best way to print PDF files is like you said, take a screen shot by using print screen.
Save the file as .jpeg and then open with the Windows Photo Gallery and you should be able to print it.
You might not need to make any changes with your printer.
