How to configure text-to-speech in Windows 7.

I need to find something that can put words into speech.

Someone told me about microsoft sam but I can find it. Can someone tell me how to get it in Windows7 ?

    In Windows 7, Microsoft Sam is replaced by Microsoft Anna, you may configure text-to-speech on your computer.

    Why does Microsoft make things so hard to use?  Why can't it just read what text i highlight? Is that too hard for something that should be simple.  This "read to text" is useless, none of the commands work, it reads everything else but what you want read.  I wish they had better read to text program out their, Mac makes it very easy, Highlight the text and tell it to read it. Simple as pie, Maybe that's why Apple is killing Microsoft as it's so acquitted. 

    I know my next PC with not be Microsoft, But an Apple.

    I agree. I am trying to build a list of TTS into a course that we are developing and Chrome, Firefox and Safari all have this easy built-in feature (highlight, right click, listen). In Chrome and Firefox there are multiple extensions and apps to choose from that do this. As a former teacher of students with learning disabilities, I would not recommend IE to anyone for this very reason. If the other browsers can make it so easy, why can't IE?

    I tried using narrator in Windows 7 to read text on a website and in MS Word. In each case when I hit ctrl-shift spacebar, it would read the title and then stop. No matter what I did it would not read the remainder of the text. What if anything can I do about this. I wasted about 1.5 hours trying to get the program to read the text in the selected window.
