    Hi Natalie Williams,

In addition to wb2001's question, I have few more questions to ask.

    1. When did the issue occur?
    2. Did it work earlier?
    3. If yes, what change to your computer caused the issue to occur?
    4. What is the error code you see in device manager ?

In the meantime, I'd suggest you follow these steps and check if it helps resolve the issue.

    Step 1:

Let’s firstopen the Hardware and Devices troubleshooterto run the automated troubleshooting services and check if that helps in fixing the issue.

    Step 2:

Update your chipset drivers from the manufacturer's website.

    Step 3:

Uninstall and re-install the cd-dvd drive:

If the drive is not listed, remove and reinstall the existing drivers.

To do this, follow these steps:

    a. Click Start and then click Control Panel.

    b. Click System and Maintenance, click System, and then click Device Manager.

Note If Control Panel is in Classic View, double-click System, and then click Device Manager.

    c. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.

    d. In Device Manager, expand DVD/CD-ROM drives, right-click the CD and DVD devices, and then click Uninstall.

    e. When you are prompted to confirm that you want to remove the device, click OK and Restart the computer.

After the computer restarts, the drivers will be automatically installed.

    Refer:

I would recommend you to update the CD-DVD drive drivers from the manufacturers website.

    Step 4: Firmware update:

I would also recommend you to update the CD-DVD drive firmware.

You may need to contact the manufacturer for that.

    FYI:

Your CD drive or DVD drive is missing or is not recognized by Windows or other programs**http://support.microsoft.com/kb/982116**

You do not state just how your cd rom drive was originally "disabled".  Do you actually mean "not working?"

Are there any visual "black,or yellow flags" displayed within device manager? Read the following.
