This limitation is by design.

Taking into account the target hardware, factors might include, changing a wall paper might a low priority thing to do, since you are using your Netbook to surf the web, work in the browser majority of the time, email, IM, your desktop is most likely the last thing you are gonna focus on.

    I'm installing Google Chrome OS for free in the fall.

    That is even more limited than Windows 7 Starter, there is no background at all, basic multi-tasking, basically, all you will booting into is a web browser. Good luck when you go somewhere where there is Internet or want to print something.

    Because Windows 7 Starter Edition is a stripped-down edition of

    Windows 7, with fewer features than in the more expensive editions.

    However you can do it, but it requires third-party software. Do an

    internet search to find it.
