"Help and Support" on Windows Vista

"Help and Support" that should be available on my Windows Vista suddenly stopped operating.  If I try to access, it tells me its not operational and to contact my systems administrator.

What would stop the HELP function to stop operating?

My computer in an Inspiron 1525

    Hi,

    First do these to clear corruption and repair/replace damaged/missing system files.

    Run DiskCleanup - Start - All Programs - Accessories - System Tools - Disk Cleanup

    Start - type in Search box -  COMMAND   find at top of list -  RIGHT CLICK  -  RUN AS ADMIN

    sfc /scannow

    generates in Windows Vista cbs.log

    Then run checkdisk - schedule it to run at next start and then Apply OK your way out then restart.

    And I still receive:

    "Help Topic Not Found

    This content under construction

    We were unable to retrieve the requested topic."

    when I try using Help and Support.
