i just got a new DELL laptop and it wont let me use any punctuation. when i try to use a question mark i get this É. i tried looking in my settings but no luck there. how do i fix this problem

You have Canadian French or Multilingual set up as the default input language
Go to Control Panel > Region and Language > Keyboard and Languages tab > Change Keyboards button.
Set English Canada (US) as the default and remove all other languages..
