GTA 4 Issues, .NET Framework 3.5 Setup Error [Please Help]

I have tried almost everything when blocked at the startup of GTA4 on my 64-bit Win7 PC. I kept getting "SecuROM Launch Error 2000" which I emailed SecuROM about and they told me to install .NET Framework 3.5, and when I try to do so, I am met with a setup error.

Here is my data log.

I have tried turning multiple windows features on/off to no avail, I am desperate for help. Please if anyone knows reply with a solution.

    Hi,

    -      Is Microsoft .NET Framework selected and checked in “Turn Windows Features on or off”?

    Microsoft .NET Framework 3.5 comes built in with Windows and you need not install it explicitly, as such.

    Follow these steps:

    a.    Download and install  Microsoft Visual C++ 2005 SP1 Redistributable Package (x64).

    b.    Ensure Microsoft .NET Framework is on in “Turn Windows features on or off”.

    c.    Try installing the game and check if the issue gets fixed.

    For further assistance, I’d recommend you to post your question in the GTA IV forums.
