I can't see my whole desktop screen.

I have tried changing the resolution and all that.  I even restored it but I'm still having the same problem. It looks like the desktop is bigger than my actual screen so i cant see the bottom part where the taskbar is.

If changing the resolution doesn't help, it may be that your monitor has been reconfigured. Many monitors have buttons on the front panel that allow you to resize the image displayed.
