1. Did you make any changes to the computer before having this issue?
2. Do you have any Third Party desktop personalization software installed on your computer?
3. Have you checked if the Right click works with a different mouse
I suggest that you try the below methods to fix this issue.
Method 1:
Check if you have the same issue using a different mouse. Or you can use the mouse on a different computer just to make sure that the mouse is not defective. This issue can be caused if the mouse is defective.
Method 2:
This can be caused by Third Party Shell extensions. I suggest that you run a System File checker tool and check if the Context menu appears when you right click.
Running the System File Checker…
a. Click Start, click All Programs, click Accessories, right-click Command Prompt, and select Run as Administrator.
b. Click Continue or supply Administrator credentials if prompted.
c. In the Command Prompt window type the following, and press Enter:
sfc /scannow
d. You should see the following on-screen messages:
Beginning the system scan. This process will take some time.
Beginning verification phase of system scan.
Verification % complete.
e. Once the scan has completed you will receive an onscreen message resembling one of the following:
…found no integrity violations
…found corruption but repaired it
…found corruption that it could not repair.
