error 998 invalid access to memory location

Using windowsXP HE sp3.  Attempting to install new all N one printer and software needs cryptographic services turned on.  When attempt to turn the service on I get the msg.  "Could not start service. Error: 998 Invalid access to memory location."  I have checked and RPC is already started.  Anyone have an idea what is going on?  Thank You!

    ·         What is the make and model number of the printer you are trying to install?

    ·         Is the computer on domain or network?

    ·         Do you have any security software installed on the computer?

    Try the below methods:

    Method 1:

    Disable any security software or firewall on the computer and try to install the program.

    **Note:**Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.

    Method 2:

    Check the behavior by booting the computer in clean boot state.You may refer the below link on how to configure Windows XP to start in a "clean boot" state:http://support.microsoft.com/kb/310353

    Make sure you reset the computer to normal mode after the troubleshooting completes. Refer the section “Steps to configure Windows to use a Normal startup state**”**

    Method 3:
