Try this:
- Open the control panel -> "AutoPlay"(Click on it)
- In the list of items find the "Mixed content", change the current action to "Take no action" and see if the error goes away.

Recently, I connected an external hard drive to my computer via USB. I was transferring data to the drive when the USB cable was accidentally removed mid-stream. Ever since then, every time I insert my flash drive in the USB port, and try to open it, I get the error message "F:\ application not found." The only way I can get into the flash drive is by right-clicking and selecting "explore."
I've tried fixing this issue by installing the "Fix It" program, but it can't find seem to fix the problem, let alone recognize that it exists.
I was thinking that I might just need to reinstall my USB drivers, but I can't seem to find a roll-back version. I have a Dell computer, and I can't tell what manufacturer made the USB hub or controller in order to download an update.

I found the appropriate way to solve this problem, not just the symptoms:
@AndréCovarrubias: Assigning new drive letter solves your problem temporarily, but when you insert a new drive, the "Application not found" issue appears again.
I had the same exact problem. For no reason one day when attempting to insert and open a USB to view files I would get the "F:\ application not found"
Changeing the drive letter fixed the issue....
Open Control
Go to Administrative Tools
Computer Management
Storage
Disk Management
Locate the USB drive in the list (be careful not to change a drive letter for a hard disk)
Right click on the drive
Left Click "Change Drive Letter and Paths"
Select a new Drive letter (I would suggest higher up, I chose W:)
Worked fine after that!

Let’s follow these methods and check if it helps.
Method 1
You may uninstall the USB Controllers & reinstall it back. Once you restart the computer, Windows Vista will reinstall all USB controllers automatically. Thereafter, check if the issue persists.
You may reinstall the USB Controllers and check if it helps. First, please disconnect all USB devices and then perform the following steps:
a. Click "Start" button, type “devmgmt.msc” (without quotation marks) in the “Search” bar and press "Enter". Click “Continue” if necessary.
b. In Device Manager, double click to expand "Universal Serial Bus controllers", right click on the Host Controller, click "Uninstall" and click "OK".
c. Repeat the step 2 to uninstall all items under "Universal Serial Bus controllers".
Method 2
a. You may also check in disk management if the F: drive is listed there without the drive connected.
b. If it is there, you may delete the entry and check if the issue persists.
Change, add, or remove a drive letter
