One particular website is blocked, paypal.co.uk. I get an error "To help protect your security IE has blocked this web site from displaying content". When I select continue show website an "http 404 error is returned"__

I have been struggling with this for a week.

I have win 7, 64bit now running ie9 and firefox.

I have Norton Symantec 

To attempt to correct the error I have contacted paypal whom cannot help. No other website is effected so far. The past week I have attempted numerous ways which are listed here.

1/ I   can   goto   the   home   site   paypal.co.uk.

I   get   a   message   at   the   top   of   my   screen   saying   "To   help protect   your security   IE   has   blocked   this   web   site   from   displaying   content with security   error,   click   here   for   options"   I   click   display   blocked content.

Then   following   this   I   click   on   "login"

Then   a   large   error   message   saying   there   is   a   problem   with this   websites security   certificate.   I   have   an   option   to   continue   to   the website   and when   selected   it   returns   http404  not   found.

2/ I   have   disabled   my   NORTON   and   in   the   advanced   options   on webpage   have disabelled   warn   about   certificate mismatch.

I have typed the web address by keyboard www.paypal.co.UK

Result  :  goes  to  PayPal  home  page,  after  setting  in Internet,options,security  sites  to  allow  the  following

https://www.paypal.co.uk,  http://www.paypal.co.uk,  https/www.paypal.com

and  finally  http://www.paypal.com.  NOTE  THE  "S"  ON  HTTP.

When  the  Home  page  comes  up   I  select  login  and  the  error  "http404 Not Found"

My  date  and  time  are  correct  currently  say  the current time and day correctly

Install  new  route  certificate

I  did  try  to  download  what  I  thought  was  the  correct  certificate  and  add

this  again  it  did  not  work  or  did  not  complete  correctly. I also attempted to import the certificate from a vista computer that worked.

My  computer  is  up  to  date  and  I  also  updated  to  IE9  Beta  (this  did  not

work)

I  can  login  from  a  different  computer  running  ie#  on  vista.

I have  also  tried  to  access  the  site  via  Mozilla  Firefox using the same computer; and  following  is

found

www.paypal.com  uses  an  invalid  security  certificate.

The  certificate  is  not  trusted  because  it  is  self  signed.

The  certificate  is  only  valid  for  <a  id="cert_domain_link"

title="*.lxlabs.com">*.lxlabs.com</a>.

The  certificate  expired  on  ##/##/####  ##:##.

(Error  code:  sec_error_expired_issuer_certificate)

3/ The last thing I have tried is by deleting all internet history, all cookies and cache.

I am going in circles now any help would be greatley appreciated.

Hi again

I found my soloution it was the hosts file in windows that was blocking the site.

This was the website that sorted it http://www.labnol.org/software/tutorials/computer-cannot-open-internet-websites/2116/

I ran the command as detailed in option one

Fix 1: Check your Windows HOSTS file - Make sure there’s no entry in the hosts file that maps the website’s address to localhost or an incorrect IP address like 127.0.0.1 – it is a possibility if you have imported some third-party hosts file.

cmd /k notepad c:\WINDOWS\system32\drivers\etc\hosts

I deleted 127.0.0.1 and all paypal references ( I had paypal sites listed). I then saved and ended the dos and notepad.

    Hi and thankyou again

    1/ I have completed the above. ie9 is uninstalled my problem still persisted.

    2/ I have also uninstalled firefox totally ie deleted firefox folder. My  problem still exists.

    3/ I have then downloaded latest winvista x64 ie8 (i have win 7)

         By goining into control panel, programs, uninstall i selected turn windows features on off and remove tick on internet explorer 8. Uninstalling it

    4/ I reinstallled after a reboot (the problem still persists)

    I suggest your uninstall IE9 since it is still in Beta production and not a fully released product. Follow the steps below to uninstall IE9.

    Then try again with the PayPal site that is giving errors.

    IE9 is currently a pre-release software and you may need to remove it to get back to a production environment. However, when they try to uninstall through add/remove programs, IE9 is not in the program list but listed under Installed Updates.

    You can remove IE9 Beta using the following steps.

    1.    Close all programs.

    2.    Click Start, and then click Control Panel.

    3.    Click Uninstall a Program under the Programs category

    4.    In the Tasks pane, click View installed updates.

    5.    In the list of installed updates, double-click Windows Internet Explorer 9.

    6.    In the Uninstall an update dialog box, click Yes.

    Note If you are prompted for an administrator password or for confirmation, type the password, or click Continue.

    7.    Follow the instructions to uninstall Internet Explorer 9.

    8.    When the uninstall program is finished, restart your computer.

    9.    After you restart your computer, open Internet Explorer.

    10. Click About Internet Explorer on the Help menu. If Internet Explorer 7 or 8 appears in the About Internet Explorerdialog box, then you have successfully completed the uninstall.

    Many thanks for your reply.

    I) I ran the fix in step 1. (THis did not fix)

    II) I tried to add the wesite again now this is where it goes and I have tried this before(see first note).

    The website address is https://www.paypal.co.uk/ but as soon as i press enter the website address changes tohttp://paypal.co.uk/ (ie the s on http disappears).

    THis sounds virousy (no such word) to me. I have ran a full system scan with norton nothing found.

    What i have also noted if i type paypal in google (google.co.uk) if i try to click on any of the first five these for the following reults in order of find

    1/opens what looks like paypal home site (except with http)

    On the certificates

    I did disable friendly http 404 (no result)

    I dont know if this help but when i went to the phony htttp://www.paypal.co.uk website i notice the the logo top left(paypal) is missing. If i check properties/certificates for the site it shows "This type of document does not have a certificate" which is correct. If then select login and look at properties/certificates it shows "http404" at mo but before it showed at certificate from 2002 - 2007 from *slxlabs "

    Obviously this has expired but why is it just effecting paypal

    is it possibble to uninstall all I.E8 or 9 and reinstall what do you think
