It is usually in:

%SYSTEMROOT%\System32

More commonly referred to as

C:\Windows\System32

In Windows 7, you can find items like this by clicking Start (or tapping the Windows key) and typing all or part of the name then looking at the dynamic list above for the actual item. A right click on the listed entry will allow you to Open File Location.

There are many ways in which to answer this question for each operating system, and unfortunately sometimes each new version (and within each version there is usual several ways depending on how you want to use the information).  I will try not to repeat any answer.  Base on the question the simplest answer is under Windows Accessories.  This folder is located under the windows application folder list (alphabetically listing, for windows 10 left click the windows icon then the All app icon for app listing).  Then scroll down and left click on the Windows Accessories folder icon you will see a list of application in that folder.  The snipping tool is one of apps located in this folder.  You may also be familiar with some of the other apps in this folder like wordpad, notepad, paint, etc....  Open it up and pin it to your taskbar.

The snipping tool does have limits as compared to the screen print.
