What is the function of the "Tracing" folder/directory in Win7 HP ?

I was deleting some stuff out of my documents folder in windows explorer and noticed a folder labeled "Tracing" - is this a systems file (although I believe my system files are hidden) or something that got installed with some program I installed?

What is it's function, and, is it safe to delete?

    It's used by Windows Update mechanisms.  If you aren't in the middle of installing updates, it's usually safe to delete (although I recommend just keeping it in your Recycle Bin for a while just in case something goes wrong and you need it back).
