I would suggest you to download TVAP (Toshiba Value Added Package) for Windows 7 again from the below link and check if it works.
If the above does not help you may get in touch with the laptop manufacturer Toshiba.

HELP!! I have a Toshiba Satellite A205-s5843 laptop which came with Windows Vista and recently installed a full version Windows7 ultimate and lost my FN/hotkey function plus the scroll feature also is not working on the touchpad. I went to Toshiba website and download the Utility TVAP driver and also the Synaptics touchpad driver and did not solve the problem. I reinstalled Vista back on the computer and reinstalled Windows 7 but did the upgrade instead and the touchpad now works but the FN/hotkeys is still not working. It worked fine with the Windows vista install. Any suggestions ?
