Is there an Image Resizer for Windows 7 as there was in Windows XP Power Toys?

Windows XP has an Image Resizer (http://www.microsoft.com/windowsxp/Downloads/powertoys/Xppowertoys.mspx) which does a fantastic job.  I've looked for a version for Windows 7 but can't locate one.  Is one available or any other suggestions?

Thanks.

I downloaded this but if I try to open a picture using it, I can't find it and it's not an option.

You don't actually open the photos...this is just a resizer.

After you install it...right click the photo thumbs or filenames

you wish to resize and from the menu...choose...Resize.
