how do I draw and write over onto a pdf or doc displayed on a touchscreen tablet?

I need a program that I can do stuff like write my initials on, check off steps, handwrite data on, documents that are displayed on a PC tablet like the HP Slate, the IPAD, or the Blackberry Playbook.  This will enable me to use procedures and mark them off with completion initials and signatures, write down data that I find when I do the procedure, and make notes, etc, as I perform the procedure. I need it to actually show my handwriting, as written right onto the screen, and right onto the document that I have open. Then, I will be able to save and print the document as a Quality Assurance record to show what was done.

     Proofread, review and correct a document right on your screen

     Make notes and drawings right on the pages

     Illustrate your ideas and suggestions

    I know how to edit PDF files, but, what I need to do is to write over and on them without disturbing the original text and tables.  I need the image on the screen to serve as a sheet of paper with instructions and tables on it, that a field technician could simply mark off steps in procedures, line out and correct sentances, fill in a blank form with numbers; just as if it were a procedure on a clipboard. In essence, I am trying to provide a means of absolutely eliminating the use of paper procedures.  I want it all to be written on an electronic image using the performers own handwriting.
