How you are trying to install the software of the device?
I would suggest you to follow below method which may help you to resolve your issue:
Method 1:
I would recommend you to perform clean boot and then try to install the software of the device.
Putting your system in clean boot state helps in identifying if any third party applications or startup items are causing the issue. If yes, you may have to contact the program manufacturer for any updates or uninstall and re-install the program.

Note: After troubleshooting, make sure to put the computer to start as usual as mentioned in Step 7 in the above KB article.
Method 2: If you have a hardware device that isn't working properly with your computer, you probably need an updated driver. There are three ways to update a driver:
Use Windows Update.
1.Open Windows Update by clicking the Start button . In the search box, type Update, and then, in the list of results, click Windows Update.?
2.In the left pane, click Check for updates.
If there are any available updates, click the links to see more information about each update. Windows Update tells you if an update is important, recommended, or optional. Each type of update might include drivers. For more information, see Understanding Windows automatic updating.
3.On the Select the updates you want to install page, look for updates for your hardware devices, select the check box for each driver that you want to install, and then click OK.
There might not be any available driver updates.
4.On the Windows Update page, click Install updates If you're prompted for an administrator password or confirmation, type the password or provide confirmation..
Windows Update will tell you if the updates were successfully installed.
Compatibility check:
You need to perform compatibility check of the device with windows 7.
To do that you need to follow the link provided below.

If it is not compatible then you need to install the drivers in compatibility mode and check for the issue to do that you need to follow the steps provided below.
Locate the installer.exe or setup.exe file of the device and right-click on the file. From the contextual menu, choose Properties > Compatibility. Choose the version of Windows you want to emulate and select the “Run this program in compatibility mode” checkbox. Run the installer

You can also contact the manufacturer for the compatible drivers with windows 7.
I recommend you to update the drivers and see if it makes any difference. You must be logged on as an administrator to perform these steps.
a. Open Device Manager by clicking the Start button, clicking Control Panel, clicking System and Maintenance, and then clicking Device Manager. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
b. In Device Manager, locate the Device, and then double-click the device name.
c. Click the Driver tab, and then click Update Driver and follow the instructions.
