Microsoft is not an ISP - Internet Service Provider.
Search using BING or Google for ISP in your area/city.
Typically the choices are cable, DSl/phone, satellite, or wireless depending on what
is available in your area.

Currently Qwest is my ISP and when they split from Microsoft, I want to change to Microsoft for my ISP. How do I do that?
