Can't Move or Drag-n-Drop Folders/Files On Desktop

The other day I noticed I could not move or drag-n-drop any folders or files on my desktop.  Same with pictures, etc.  When I try to move them around within the desktop, the file's shadow follows the mouse like usual, but when I let go to drop it, I get a small black circle with a line through it.  This indicates that procedure is not allowed.  Feel free to offer the easy advice/solutions, as I may have missed them, but trust me, I've Googled several tips on what to do with no luck!  I even did a registry backup to try a "dragdropfix.reg" that I found, but that info was from 2004.  When I tried that, I got the message: "Cannot import c:\Documents and Settings, etc, etc\dragdropfix.reg  The specified file is not a registry script.  You can only import binary registry files from within the registry editor.(whatever that stuff means)

I found I can add new folders, files and pictures to the desktop and can delete them.  I can't, however, drag-n-drop them into another folder on the desktop. I also can't drag them into the Recycle Bin to delete them, but I can right-click and delete them.

I tried the simpler options of right-clicking on the desktop to do the various tips offered in doing that, but no luck either.  Please offer up any advice, even if you think I may have tried already.  You never know.

I am running Windows XP Home Edition with IE 8.  If you need other info, please let me know and how to find it. I would appreciate it.  This is driving me crazy and I'm trusting and hoping you gentleman and ladies can offer the tip on how to fix this problem!

    raceryboy12!  You did it!

    I went to Google and used a search term, I think "how clean boot?"  and found some results that took straight to a page that had step by step instructions.

    Once I followed the directions, I CAN now move my files around!  I love it!

    Hello there!

    Hey!  I appreciate your help.  I really do.

    Unfortunately I do not know what you mean "Clean boot to fix this issue."

    1.)  What is the "boot"?

    2.) How do I clean it?

    A step-by-step instruction would really help this computer challenged fellow out.

    (In the event racerboy12 does not get back to this post, PLEASE!... can someone maybe answer what that means?)
