2016-07-29T04:21:30+00:00 I had this kind of problem just now (Win10 Pro). The files seem to have been deleted the first time around hence the error. The files or folders are still shown in explorer leading to believe that they are still there while they are not. This goes so far that even the small thumbnail preview and file names are shown above the status window with progress bar and the error code below if you try to delete the already deleted files again.
I tried the proposed solution by TimMcCracken and received the same X "The Security Information is not available or cannot be shown" as JedediasRussel did.
My solution: Press F5 once in Explorer and the seemingly still present files and/or folders you tried to delete which seemingly failed should be gone for good.

2015-09-16T13:44:19+00:00 It has probably been a while and i assume you figured it out.
But, for those having this issue here is what you do:
Right-click the file or folder, go to properties. Click the Security tab. Under Groups or user names you will probably see a string of number/special characters. If you do not see something abnormal, this will not help you. If you do, click edit, click the abnormal object (in my case it was 875-d$d) then click remove. This should then allow you to delete/edit/move the file/folder.

It fixed my error but I don't know if it will work for you.

2011-04-24T11:47:39+00:00 Just a thought...can you drag the file out of the
download folder and drop it on your desktop?
If_Yes_maybe you could delete it from there.
Also...the following freeware may be worth a try:
(FWIW...it's always a good idea to create a System
Restore point before installing software or updates)
