No, the operating system does not have native PDF read capabilities. You will have to install a separate application.

No, no version of WIndows has ever included a pdf reader. You need to install one, but it does *not* have to be an Adobe product. In fact, the free Foxit Reader is much faster, and I think much better. Get it at http://www.foxitsoftware.com/pdf/reader/
