is there a diagnostic tool for windows 7

Is there a diagnostic to see if windows 7 is operating correctly . There are multiple problems such as updates not being installed , not being able to change desktop background , etc.. There does not seem to be any real answers only "how to"  instructions. I have a dell inspiron 560. I'm not a computer whiz but .when I had windows xp it did not have these types of problems. Is there a solution or is my computer doomed? I have problems with all aspects of windows .

I strongly recommend that you avoid all tools that purport to fix everything wrong with your computer. They don't work, and can cause problems of their own.

For help with your multiple problems, please describe them here in detail, one at a time.

Also if you have multiple problems, you should consider the possibililty that you are infected with malware. What anti-virus program and anti-spyware program are you running? Unfortunately they are not all equally good, and the most popular ones are among the worst.
