missing my toolbar that has file, edit, view, tools

I am missing my toolbar on top of the screen, the toobar has File-Edit-View-Tools-Help

    Right click on a blank spot of the toolbar you do have and check the Menu Bar. Or just press the Alt key.

    how any times do I have to do this, how can I retrieve my toolbars at the top of the screen,file:edit:view:tools:help

    For Windows Explorer click: 'Organize' / Layout / place a check mark in the 'Menu bar ' option.
