Is it possible to upgrade Windows 98 or Me to Windows Vista?

I am having a debate with a coworker.  Does anyone know if it is possible to do an UPGRADE from Windows 98 and Windows ME to Vista?  Or do you have to do a clean install of Vista?  Can you upgrade from Windows 98 and Windows ME to XP and then upgrade from XP to Vista?  Any help would be appreciated.

    I'm not sure if it's possible to upgrade 98 to ME to XP, but I know you can't upgrade 98 right to vista. You can only upgrade one version up, so it would have to be XP to vista.

    1. the chances are that the Hardware in your windows '98 computer  would not meet Vista System Requirements

    Read below information about that

    1. And your Computer manufacturer would have also have to had written Vista Drivers for that particular model computer, which they would have not done
    2. Microsoft no longer sells Vista

    they have moved on to Windows 7
