I had this problem too and solved it by updating drivers to "USB Input Device".
Please plug it on every usb port and update its drivers to "USB Input Device",you will get it.

I recently installed IBall Advanced Mouse ver. 2 driver through the automatic Windows update on 2 different laptops. My Lexma optical mouse is not function properly on either one of them after this update. The mouse pointer now simply jumps to the top of the screen and stays there. I can move the mouse left or right to both edges of the screen at the top and can right click in this regard it works but I cannot move the mouse down the screen. I have found other users reporting the problem with different mouse brands. This driver is definitely flawed.

I am having this problem too and I cannot find any other answers other than yours. Mine is slightly different though. Mine is a Lexma laser mouse and it updated to use the iBall driver. It did the same thing as johnny's. I did a system restore first. It did not fix it. It is still on my computer somehow and I cannot uninstall it because it does not show up in the installed updates. Currently I have one port for my mouse that still uses the proper older one. But if I plug it into any other ports it uses the iBall driver. I went through removing driver packages in command prompt like in the help menu and it somewhat worked. If I plug it into one of the USB expansion things (make it 4 ports from one) it installs with the old one. But any ports that I have installed it on before still use the iBall. It is very confusing and I would love some help with this!

1. Which mouse are you using with the laptop? Is it iball or lexma?
If you are using lexma mouse, then try removing the iball update and check if it functions properly:
