Hi,
In addition to creating a network that enables users to log on anywhere at any time, the Airport offers a competitive pricing structure for users through a true neutral host system. Instead of one Wireless Internet Service Provider (WISP) owning or managing the Wi-Fi system, the Airport is its proprietor. When a user powers on their Internet-ready device, the Airport’s SSID (ATL-WIFI) will communicate with it resulting in the display of the splash page. The splash page allows access to information on the Atlanta Airport Web site and the option to connect, for a fee, to the Internet through service providers.

It could be similar issues happening at Los Angeles as well.
