Why doesn't "misconfig" open the system configuration utility

I am trying to open the System Configuration Utility by using "misconfig" in the run box, kbut it isn't working and I would like to know why??? I have to open the utility to re0-boot to try and solve a problem I am having. If anyone can tell me another way to get to the UTILITY, I would appreciate hearing about it.
