It has been over 5 hours without a response since you posted the issue so you've likely done something by now -- but just in case, and in case you didn't already know this, you can press Ctrl+Shift+Esc and that will bring up the Windows Task Manager where you can go to the Applications tab, highlight iTunes, and then click the End Task button. This is assuming that it is a one-time problem and that all you want to do is get out of the program and maybe then start it again.
itunes won't close and remains up on my screen though is frozen and won't do anything
