How do I change Windows 7 default charset from ANSI to UTF-8?

Some programs rely on Windows default charset. If I install Russian program, some text is shown incorrectly, as UTF8 text in ANSI.

I came to conclusion that if I change default charset to UTF-8, my problems would be solved. Can anyone help me with that?

Problem both on Windows 7 Premium Home English and Windows 7 Ultimate English

    The thing is if I install Russian Windows 7, everything would be fine. Maybe it is worth reinstall Windows?

    Hi,

    By default the encoding option is set to ANSI and there is no way to set UTF-8 as default. This is by design. If you wish to save the file and change the encoding, you will have to manually set the encoding to UTF-8.

    I believe this is the right way to do it, but perhaps other registry has to be changed. Default charset is still ANSI
