For a permanent display in Explorer click Organize > Layout > Menu bar.
For a permanent display in Internet Explorer right-click ‘white space’ on the 'Tabs' bar and select Menu bar.

! THIS IS NOT WINXP ! WinXP's explorer has no "organize"
where is organize found to click on to. So many of these helpful hints are not complete or basic enough
