What is the bar called with { File Edit View Favorits Help }

What is the bar called with {File  Edit View  Favorites  Help  }  it has been removed from my screen.How do i get it back?

    Press the Alt key to toggle the Menu bar on and off.

    For a permanent display in Explorer click Organize > Layout > Menu bar.

    For a permanent display in Internet Explorer right-click ‘white space’ on the 'Tabs' bar and select Menu bar.

    ! THIS IS NOT WINXP !  WinXP's explorer has no "organize"

    where is organize found to click on to. So many of these helpful hints are not complete or basic enough
