Is there any way to rotate a picture less than 90o using the Windows paint program?

I am working on plat maps with the Windows paint program and need to type text at an angle on the map.  I need to rotate picture less than 90o.

    You can rotate in 1 degree increments, but that's the smallest.  Go to the resize menu and enter the same number in both "Skew" menus before hitting OK.  you may have to experiment to get the combos right, for example to rotate the whole picture right (clockwise) 2 degrees I needed 2 in the top box, then -2 in the bottom box.  Then hit OK.  I presume to rotate left (counterclockwise you'll have to go (-2) in the top Skew window and (2) in the bottom Skew window. Give it a go, you'll get the hang of it.  It's clunky but it does work, I just did it on jpeg photos because I don't have photoshop at home and had some nice shots I wanted to straighten.

    There's another default windows program that you may already have installed that can rotate by other angles:

    1. Right click on the file
    2. Click on "Open with" then "Windows Live Photo Gallery"
    3. Click on "Edit, organize, or share" in the upper left
    4. Double click on the photo
    5. On the right side, click on the third option "Straighten photo"
    6. Use the slider to gradually rotate clockwise or counter clockwise

    Or click on the "Straighten" button on the ribbon and take your chances with their algorithms (Not bad if you have a horizon.)

    Actually you can do that in windows paint with the following steps:

    1. Right click resize. ( or shortcut ctrl W)
    2. Look at skew, type any number in horizontal. 10 is enough for me.
    3. Rewrite the number in Verticle, but in negative.

    Thanks for the step by step instructions Tanamoril. Would be great if I had that on my work PC :)

    I have found another solution though which is just as easy and is a default program called Microsoft Office 2010. You can select what degrees to rotate by following these steps:

    1. Right click on the file
    2. Click on "Open with" then "Microsoft Office 2010"
    3. Click on "Edit Pictures" in the toolbar at the top or click "Picture" then "Rotate and Flip"
    4. On the right side at "By degree", use the up & down arrows to gradually rotate clockwise or counter clockwise

    Save the file and you are in business.
