I've been at this all night and I've run out of ideas. I'm at a complete loss. This will be the first time I haven't been able to troubleshoot a problem myself by looking online.
So, here goes. It all started when I installed "Batman - Arkham City" and tried to run for the first time.
An error dialog popped up saying:

The problem is I already have the latest version of DirectX. I play recent games like Skyrim without a hitch. Nevertheless, I've tried to update my directX anyway. However, when I try and run the installers (such as dxwebsetup), it doesn't get anywhere because an error dialog pops up and says:
An internal system error occured.
Please refer to DXerror.log and DirectX.log in your Windows folder to determine the problem.
Going there of course tells me nothing, but I'll post what the contents of each say.
DirectX when opened in notepad says: "12/13/11 04:32:32: infinst: WinMain(): ParseInfSection() failed."
DXError says: [12/13/11 04:32:32] module: infinst(Jan 24 2007), file: infinst.cpp, line: 778, function: WinMain
ParseInfSection() failed.
I cannot go any further than this. I'm at a loss. Any tips, help, suggestions would be appreciated.
I've tried System Restore to the earliest point I can, to no avail. I've tried booting the computer with nothing but windows programs and system services, nothing.

I would suggest you to follow the steps and check if it helps.
Method 1: Run System File Check (SFC) scans and checks if it helps.

Note: System File Checker gives an administrator the ability to scan all protected files to verify their versions. If System File Checker discovers that a protected file has been overwritten, it retrieves the correct version of the file from the cache folder (%Systemroot%\System32\Dllcache) or the Windows installation source files, and then replaces the incorrect file. System File Checker also checks and repopulates the cache folder. You must be logged on as an administrator or as a member of the Administrators group to run System File Checker. If the cache folder becomes damaged or unusable, you can use the sfc /scannow, the sfc /scanonce, or the sfc /scanboot commands to repair its contents.
Method 2: Download and install DirectX End-User Runtimes from the link and check if it helps.
Method 3: Perform Windows Update and install all the updates and check if it helps.

I found this method on the Steam forum and it worked a treat ( this is for Steam version only):
Click on all these to update the legacy drivers:
