when I double click .TXT files it opens command prompt

whenever I try to open text files it instead opens CMD and in the window it says this

The system cannot find message text for message number 0x2350 in the message file

for Application.

    Set Default Program To Open File Type With

    1. Right click the file, select "open with..."
    2. Click on the program you want (Notepad is the default for text files).
    3. Make sure the "always used the selected program" box is checked on the bottom of the window.
    4. Click OK.

    Now that file type should always open in that program.

    ^didnt know about the above link. but for some reason windows greyed out the always use this program. I tried all of this when it first happened but it just doesn't want to use the right program
